効果的で民主主義に沿った危機管理はどのように実現できるのでしょうか？本研究では、ヴィジランスという視点から、コロナ禍において日本の地域コミュニティがどのようにしてレジリエンスを発揮できたかを探ります。

日本社会におけるビジランス文化

日本におけるパンデミック対策は、法的拘束力のない措置に基づいたものでした。市民に対しては、行動規範として「自粛」が求められました。プロジェクトでは、行政組織と文化的要素の相互作用の中で、いかにして自粛が浸透したのか、また、近隣コミュニティという準公共空間において、自己および他者に向けられた監視の目がどのように定着したのかを分析します。また、これらに関するモデルの構築と、実証データに基づいた検証を目指します。
